Bourn is an R. Evan Scharf Chair for the Public Understanding of Economics at Cato Institute in Washington, D.C. He was also head of public policy at the Institute of Economic Affairs in London, and head of economic research at the Center for Policy Studies.
He was an intern analyst, public and competition policy at Frontier Economics, a company in London which provides business consulting and services.
Bourne is a University of Cambridge graduate.
