Em Holter has joined the Richmond Times-Dispatch as its city reporter. Previously, she was an education, government and history reporter at The Virginia Gazette.
Holter was a general assignment reporter at The Tidewater Review, which serves the Virginia counties of King William, King and Queen, and New Kent.
Before that, she freelanced; Holter graduated from Virginia Commonwealth University.
